About the Role

The Roving Supply Chain and Operations (SCO) Manager is a highly mobile, hands-on role designed to strengthen supply chain and operational capacity across Relief International’s country programmes. The role covers:

  • Procurement
  • Logistics and warehousing
  • Fleet management
  • Asset control
  • Facilities management

While the role reports to the Director of Supply Chain and Operations, day-to-day technical support is provided under the guidance of the organisation’s two Regional Desk Supply Chain and Operations Directors. The postholder works closely with country-level SCO leads to ensure systems, processes, and reporting meet organisational and donor requirements.

Key elements of the role include:

  • Drafting and reviewing tender documents and framework agreements
  • Delivering targeted supply chain and operations training
  • Implementing new tools, systems, and processes
  • Strengthening country-level reporting, compliance, and governance

The role also provides surge capacity during:

  • Humanitarian emergencies
  • Programme scale-ups
  • Staffing gaps
  • Periods of increased operational complexity

Key Responsibilities

The Roving Supply Chain and Operations Manager is responsible for ensuring effective, compliant, and high-quality operational support across Relief International’s programmes, including:

Emergency and Surge Support

  • Leading or supporting surge deployments during emergencies and high-demand periods
  • Establishing and strengthening supply chain and operational systems in emergency contexts

Operational Oversight and Coordination

  • Ensuring compliance with organisational policies and donor regulations
  • Contributing to emergency assessments and operational feasibility analyses
  • Supporting integrated risk management across security, access, fraud prevention, and compliance
  • Coordinating closely with country leadership, programme teams, and global colleagues

Interim Leadership and Capacity Strengthening

  • Providing interim leadership of country supply chain and operations functions when required
  • Supporting continuity, quality, and timeliness of operational service delivery
  • Designing and delivering training for internal and external stakeholders
  • Conducting process reviews and supporting procurement planning
  • Developing and monitoring operational improvement action plans

Systems, Governance, and Reporting

  • Reviewing proposals, procurement files, and operational documentation
  • Supporting onboarding of supply chain and operations staff
  • Strengthening reporting quality and analytical capacity at country level
  • Contributing to the development and rollout of global policies, tools, and guidance

Candidate Profile

The successful candidate will demonstrate the following experience and competencies:

  • Proven experience in humanitarian supply chain and logistics, compliant with US, UK, EU, and UN donor requirements
  • Relevant qualification in procurement, preferably CIPS Diploma or equivalent
  • Experience in international medical supply procurement, freight, customs, and GSDP standards
  • Advanced proficiency in Microsoft Office, particularly Microsoft Excel
  • Experience using procure-to-pay systems such as MS Dynamics or Oracle NetSuite (desirable)
